The monthly salary range for the Contracting Specialist II is $4,356.42 to $5,990.08 and it is $5,175.92 to $7,116.85 for the Senior Contracting Specialist.

The hiring salary for Contracting Specialist II is between $4,356.42 and $5,445.53 per month.

The hiring salary for Senior Contracting Specialist is between $5,175.92 and $6,469.83 per month.

Contracting Specialist II/Senior Contracting Specialist

In the position, you will perform complex technical, analytical, and contracting functions related to the acquisition of materials, equipment, supplies, services, and construction for the City.

Essential Job Functions - the basic job duties an employee must be able to perform:

  • Conduct pre-solicitation strategy meetings; prepare formal and informal solicitation documents; and analyze proposals and bids
  • Facilitate productive negotiations between vendors and project managers; conduct pre- and post-bid conferences
  • Serve as a team lead providing procurement advice and assistance to staff and customers
  • Negotiate contractual terms with vendors; determine best method to ensure quality materials and services
  • Oversee solicitation process, including conducting pre-bid or pre-proposal conferences
  • Prepare formal and informal bid documents; generate quarterly contract reports; and assist with the preparation of various reports and supporting audits
  • Develop evaluation committees; determine responsiveness and responsibility of bidders/offerors; determine competitive range; and request clarifications and final offers
  • Analyze bids and proposals to document award recommendations
  • Determine correct contract type and prepare contract documents; incorporate final terms and conditions; determine bonding and insurance requirements; submit contracts to applicable City Attorney; copy and distribute finalized contract documents; and prepare contract folder
  • Educate clients and vendors to ensure compliance with laws, regulations, policies, processes, and procedures
  • Ensure compliance with the grant and procurement rules and regulations of various federal, state, and local agencies, such as FEMA, FTA, FAA, CDOT, and CDGB
  • Ensure City departments comply with ethical business practices
We are looking for candidates who demonstrate:

Knowledge of:
  • Principles and practices of bid, proposal, and contract preparation and administration from inception through completion
  • Methods and techniques of contract negotiation and administration
  • Various types of contracts and methods of contracting
  • Municipal government procurement processes, regulations, and practices
  • Industry standards, procurement systems, and FAR (Federal Acquisition Regulation) 
  • Pertinent federal, state, and local laws, codes, and regulations
  • Modern office procedures and equipment, including computers and supporting software
Ability to:
  • Research, understand, interpret, and communicate federal, state, and local procurement and grant rules and regulations
  • Manage and administer multiple major procurements and contracts concurrently
  • Adhere to schedules, prioritize multiple projects, and meet strict deadlines with minimal supervision
  • Exercise sound judgment in the selection and procurement of goods and services
  • Communicate clearly and concisely, verbally and in writing
  • Establish and maintain effective working relationships

Successful candidate will have:
  • A bachelor's degree from an accredited college or university with major coursework in business or a related field
Contracting Specialist II candidate will also have:
  • Three years of full-time experience in procurement, contract compliance, and/or contract administration
Senior Contracting Specialist candidate will also have:
  • Five years of full-time professional experience in procurement, contract compliance, and/or contract administration
Ideal candidates will also have:
  • Government procurement experience
  • Experience that demonstrates exceptional organizational and critical thinking skills
  • Possess UPPCC (Universal Public Procurement Certification Council), NCMA (National Contract Management Association), or similar procurement certification

Fiscal Responsibility: In this position, you will conduct research, compile data for computer entry, and/or enter or oversee data entry. You will be responsible for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or be responsible for fiscal management of capital project(s).
