Job Description

Characteristics of Position:

This is highly responsible independent work in human resourcesmanagement of a human service agency providing alcohol, drug abuse, mentalhealth, juvenile justice, supportive housing or other services. This position answers directly to the HumanResources Manager and is responsible for assisting the manager to organize thetasks required in the management of the operation of the Human Resourcesfunctions of the Agency. This is a full time position located in Tampa, FL.

Stays abreast of developmentsin Human Resources and management relative to business disciplines.

  • Analytical - Establish a helping relationship withadministrative and program management.

  • Leadership - Seek to participate in effectiveapproaches and training to enhance job skills; seek opportunities to mentor newstaff; ability to recognize unsafe behaviors, situations, environments; acts tomaintain the safety and well-being of persons receiving services, staff andcommunity members.

    Pre-requisite Requirements:

  • Graduation from high school and fiveyears of progressively responsible work in human resources activities,including recruitment and benefits.

  • Bachelor's degree may substitute forthree years of the required experience listed above.

  • PHR or SPHR (SHRM) certification preferred.

  • Must have effective verbal and writtencommunication skills and ability to work with the general public.

Supervision: Workis performed under the direction of the Human ResourcesManager.This position does not provide supervision to others.

Scope ofResponsibility: Assist and oversee the quality and compliancerelative to hires, terminations, wagechanges, maintenance of reports, maintaining personnel records, and any otherassignment as deemed appropriate to the position.Assists with other human resource management activitiesas assigned.

Core Responsibilities/EssentialFunctions:

  • Collaboratewith the HR Manager, CEO, and others to develop strategic plans to identify andaddress projected human resource needs.

  • Analyze,evaluate, and improve the recruitment process.

  • Publicizeavailable vacancies within and outside ACTS, and actively identify and engagepotential new hires from within and outside the agency through differentmethods, e.g., online job sites, school/college job placement offices,professional associations, and community organizations.

  • Establishprofessional associations with school/college for potential interns.

  • Conductplacement and processing of potential school/college interns.

  • Reviewapplications for accuracy, completeness and eligibility for hire; conductconfirmation/validation activities relative to employee degrees, licenses and certifications,references, and previous employment.

  • Maintain communications with screeningunit/s regarding employee eligibility to work; inclusive of processing fiveyear background re-screens.

  • Provideconsultation/technical assistance to directors regarding personnel processes;conduct training on personnel processes.

  • Provide training for new hireorientation in regards to HR policies and assist new hires in the navigation ofthe DATIS HRIS system.

  • Assist in themaintenance of the human resource information system (DATIS) and compilereports from the database.

  • Process documentation for new hires, paychanges, reassignments/transfers, and terminations; prepares periodic summariesof personnel changes to submit to payroll for application.

  • Process FMLA, workers' compensation andOSHA documentation in compliance with industry standards.

  • Assist with open enrollment process ofemployee benefits.

  • Participate in site visits and audits;conduct internal audits of personnel-related functions to assure compliance.

  • Assist HR Manager with compliance tofederal, state, and local legal requirements by studying existing and newlegislation; enforcing adherence to requirements; advising management on neededactions to assure compliance and consistency.

  • Assist HR Manager with investigations,as appropriate, with a wide variety of sensitive and complex internal orexternal inquiries, issues, complaints, and/or grievances.

  • Assist the HR Manager with thecompilation of information and processing of reports and policies in the areasof civil rights, AA/OFCCP, VEVRA, and EEOC compliance.

  • Participate in Comprehensive ReviewTeam (CRT) which oversees program compliance to various licensing components.

  • Participate in HR-related team projectsas assigned.

  • Assume lead role in absence of the HRManager.
