ABOUT THIS POSITION
The City of Phoenix is seeking a creative and results-oriented manager to fill the position of Special Projects Administrator in the Street Maintenance Division of the Street Transportation Department. This middle-level management position will lead the staff and functions of Pavement Management, Bridge Group and Landscape Management of the division. Staff includes professional, supervisory, technical, and field staff. Responsibilities include managing the City of Phoenix 5,000 mile Pavement Preservation Program including data collection, programing, budgeting, contracts, reporting and management over field inspection. Other responsibilities include management of 600 City bridges, 8 dams and 5 levees in addition to management of the City of Phoenix Landscape Right of Way Program. This position will be required to develop and present PowerPoint presentations to management, elected officials and large community groups.
The successful candidate must have the ability to supervise and direct a large group of staff with the ability to provide technical direction, create and maintain procedures, training, good communication and positive morale. In addition, the candidate must possess a strong desire to provide excellent customer service to both internal and external customers.
Although there are specific regulatory requirements, codes, ordinances and policies that guide most functions, this position requires the ability to provide creative solutions to complex issues.
The ideal candidate will possess:
Strong organizational and communication skills
Pavement analysis and programming
Proficiency using Microsoft Applications
Municipal and Maricopa Association of Governments (MAG) regulations and guidelines related to design and construction specifications and details
Familiarity with Federal Highway Administration and Federal Transit Administration rules, regulations and guidelines
Knowledge of construction methods, materials and practices used in municipal Right-of-Way construction projects
Currently, there is one vacancy in the Street Transportation Department.

Up to $113,298 annually. Salary commensurate with experience and qualifications. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $3,360/annual car allowance and $1,200/annual cell phone allowance.

Five (5) years of experience in the practice of designing or managing civil engineering construction projects.
A bachelor's degree in civil engineering or a related engineering degree.
Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering within 12-months of hire date.
An equivalent combination of related experience and education may be considered.
All positions in the classification may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.

PREFERRED QUALIFICATIONS - The job requirements listed above, plus:
Two (2) years of experience of working with a multi-disciplinary team in development of a civil engineering project.
Civil Engineering design experience related to construction within the Right-of-Way
Experience managing multiple ongoing professional services and construction projects
